Life#
Born in Kosova in 1890/91 (AH 1308), Arif Efendi came from the Muslim (Müslüman) community; the father's occupation was "Muhafaza Memuru". Schooling took seven years, at a middle school (Rüşdiye Mektebi).
Work began in Rodoviste in 1903/04, at about 13, paid from the start, on 150 kuruş a month. Few began so young; fewer than 6 per cent of the 5,128 officials whose age at first work is known started at 13 or younger. The annual lists begin in 1903/04, with Arif as a communications official (Muhabere Memuru) in Radoviste, where the entries run to 1905/06. In 1906/07 the lists place Arif in Osmaniye.
