Süleyman Sırrı Efendi was born in Kosova in 1879/80 (AH 1297) into the Muslim (Müslüman) community. Schooling took seven years, at a middle school (Rüşdiye Mektebi).

At about 19, in 1899/1900, Süleyman Sırrı began work in Gostivar, with four unpaid years as a mülazım (apprentice) before a first salary of 250 kuruş. Both annual entries, for 1903/04 and 1904/05, place Süleyman Sırrı in Skopje (Üsküp) as a communications official (Muhabere Memuru).

The salary never rose above the first in the lists, 250 kuruş a month in 1903/04, as Muhabere Memuru in Skopje, when 14 per cent of paid officials earned less. The final annual entry is for 1904/05.
