Life#
Born in Kosova in 1858/59 (AH 1275), Mehmet Necati Efendi came from the Muslim (Müslüman) community; the father was an imam. Schooling took four years, at a school for young children (Sıbyan Mektebi); Mehmet Necati also wrote Turkish and spoke Bulgarian.
Work began in Kosova in 1873/74, at about 15, with two unpaid years as a mülazım (apprentice) before a first salary of 500 kuruş. The annual lists begin in 1875/76, with Mehmet Necati as a communications official (Muhabere Memuru) in Pirot (Şehirköy). Next came Niš (Niş), Tirana (Tiran), Shkodër (İşkodra) and Şebinkarahisar (Karahisar-ı Şarki), four places in five years. The last post was in Çatalca in 1880/81.
The salary never rose above the first in the lists, 500 kuruş a month in 1875/76, as Muhabere Memuru in Pirot, when 41 per cent of paid officials earned less. That salary was paid for a single year, and the next list gives 400 kuruş. In all, seven years of salary come to 33,840 kuruş, 72 per cent of what an official on the median salary earned in those years. The last annual entry is for 1880/81.
