Life#
Born in Svishtov (Ziştovi) in 1858/59 (AH 1275), İbrahim Fehmi Efendi came from the Muslim (Müslüman) community. At about 12, in 1870/71, İbrahim Fehmi began work in Vidin, with five unpaid years as a mülazım (apprentice) before a first salary of 400 kuruş. Fewer than 3 per cent of the 5,128 officials whose age at first work is known began work at 12 or younger. The annual lists begin in 1875/76, with İbrahim Fehmi as a communications official (Muhabere Memuru) in Pleven (Plevne). İbrahim Fehmi then moved to Veliko Tarnovo in 1877/78, then Akşehir from 1882 to 1888. Next came Yalvaç in 1888/89. The last posts were in Konya from 1889 to 1898.
Pay rose from 400 kuruş a month in 1875/76 to a peak of 500 in 1888/89, as Muhabere Memuru in Yalvaç, when 41 per cent of paid officials earned less. The peak lasted a single year; the next list gives 380 kuruş. Over 19 years pay ended where it began, at 400 kuruş; fewer than 7 per cent of the 2,010 officials paid for 15 years or more ended as low. The last annual entry is for 1897/98; the list of 1898/99 (AH 1316) gives the status word Vefat (death).
