Life#
Mehmet Fuat Efendi was born in Istanbul in 1858/59 (AH 1275), into the Muslim (Müslüman) community, and the father's occupation was "PT Mumeyyiz". Schooling took seven years, at a middle school (Rüşdiye Mektebi); Mehmet Fuat also attended the telegraph school.
Work began in Istanbul in 1871/72, at about 13, with four unpaid years as a mülazım (apprentice) before a first salary of 150 kuruş. Fewer than 6 per cent of the 5,128 officials whose age at first work is known began work at 13 or younger. From the first annual entry, for 1875/76, to 1883/84, every annual entry places Mehmet Fuat in the same office, Tahsisat Kalemi, in Istanbul, the birthplace.
Pay rose from 150 kuruş a month in 1875/76 to a peak of 200 in 1878/79, in the Tahsisat Kalemi in Istanbul, when 5 per cent of paid officials earned less.
