Life#
Ali Fethi Bey was born in Istanbul in 1858/59 (AH 1275) into the Muslim (Müslüman) community; the father's occupation was "Komiser". Schooling took seven years, at a middle school (Rüşdiye Mektebi).
Ali Fethi began work in Istanbul in 1878, at about 19, with one unpaid year as a mülazım (apprentice) before a first salary of 100 kuruş. Every annual entry from 1878/79 to 1906/07 places Ali Fethi in Istanbul, the birthplace, first as an official (Memur), from 1881/82 in the stamp clerkship (Pul Kitabeti), from 1892/93 as Pul Muhafizligi Muavini and from 1901/02 as Pul Muhafizligi.
Pay rose from 150 kuruş a month in 1878/79 to a peak of 1,400 in 1905/06, as Pul Muhafizligi in Istanbul, when 93 per cent of paid officials earned less.
