Life#
Born in Istanbul in 1859/60 (AH 1276), Mustafa Raşit Efendi came from the Muslim (Müslüman) community; the father was a tradesman (esnaf). Schooling took seven years, at a middle school (Rüşdiye Mektebi); Mustafa Raşit also attended the telegraph school.
At about 13, in 1872/73, Mustafa Raşit began work in the telegraph service (Telgraf) in Istanbul, with seven unpaid years as a mülazım (apprentice) before a first salary of 50 kuruş. The annual lists begin in 1878/79, with Mustafa Raşit as a communications official (Muhabere Memuru) in Istanbul, the birthplace. Next came Van from 1880 to 1889, then six places in 15 years, from Bitlis to Trabzon. For 1895 to 1902 the lists have no entry. The last posts were in Al-Salt (Salt) from 1904 to 1907, with a rise to director of the second grade (2. Müdür). Few officials served in as many provinces; fewer than 2 per cent of the 5,200 officials with a place of service did.
The salary went from 50 kuruş a month in 1878/79 to 1,080 in 1904/05, the peak, as 2. Müdür in Al-Salt, when nine in ten paid officials earned less. The peak was 21.6 times the first salary, a rise matched by fewer than 4 per cent of the 2,859 officials paid for ten years or more. The last annual entry is for 1906/07.
