Life#
Born in Pljevlja (Taşlıca) in 1858/59 (AH 1275), Ahmed Hilmi Efendi came from the Muslim (Müslüman) community; the father was a mayor (belediye reisi). Ahmed Hilmi had seven years of schooling, at a middle school (Rüşdiye Mektebi), and wrote Turkish and spoke Greek (Rum) and Russian. Russian was rare in the service, known to 19 of the 5,211 officials.
At about 15, in 1873/74, Ahmed Hilmi began work in Bitola (Manastır), with three unpaid years as a mülazım (apprentice) before a first salary of 400 kuruş. The annual lists begin in 1876/77, with Ahmed Hilmi as a communications official (Muhabere Memuru) in Shkodër (İşkodra). For 1877 to 1878 the lists have no entry. Next came Ioannina in 1878/79, then Latakia (Lazkiye) from 1880 to 1891. Ahmed Hilmi then moved back to Ioannina from 1891 to 1893. The last posts were in Niğde and Kayalar from 1893 to 1899 and Ioannina again from 1899 to 1901, with a rise to director of the third grade (3. Müdür) in 1893/94.
The salary went from 400 kuruş a month in 1876/77 to 500 in 1878/79, the peak, as Muhabere Memuru in Ioannina, when 34 per cent of paid officials earned less. In all, 23 years of salary come to 121,200 kuruş, 86 per cent of what an official on the median salary earned in those years. The final annual entry is for 1900/01.
