Life#
Born in Istanbul in 1855/56 (AH 1272) into the Muslim (Müslüman) community, İbrahim Cemil Efendi was the child of a merchant (tüccar). Schooling took four years, at a school for young children (Sıbyan Mektebi); İbrahim Cemil also attended the telegraph school.
İbrahim Cemil began work in Istanbul in 1872/73, at about 16, with three unpaid years as a mülazım (apprentice) before a first salary of 200 kuruş. Every annual entry from 1875/76 to 1905/06 places İbrahim Cemil in Istanbul, the birthplace, with four changes of title, from official (Memur) to Istatistik Kalemi Muduru in 1894/95. A career like this is rare; 11 per cent of the 775 officials whose entries span 30 years or more stayed in one place throughout.
Pay rose from 200 kuruş a month in 1875/76 to a peak of 1,900 in 1899/1900, as Istatistik Kalemi Muduru in Istanbul, when 96 per cent of paid officials earned less.
