Life#
Hafız Hilmi Efendi was born in Cerkezistan in 1854/55 (AH 1271) into the Muslim (Müslüman) community, Circassian (Cerkes) by nationality; the father was a religious scholar (ulema). Work began in Istanbul in 1874/75, at about 19, with one unpaid year as a mülazım (apprentice) before a first salary of 120 kuruş. The annual lists begin in 1875/76, with Hilmi as Teftis-i Hutut Memuru in Istanbul, where the entries run to 1882/83. Hilmi then moved to Hicaz and Taif from 1883 to 1889, then back to Taif from 1892 to 1898. The annual lists then follow Hilmi to Sivas and Aydın from 1898 to 1901, with a rise to assistant inspector (Müfettiş Muavini) in 1899/1900, then back to Hicaz from 1901 to 1906, with a rise to chief director (Başmüdür). The last post was in Edirne in 1906/07.
Pay rose from 120 kuruş a month in 1875/76 to a peak of 2,700 in 1901/02, as Başmüdür in Hicaz, when 98 per cent of paid officials earned less. Over 33 years the salaries add up to 465,360 kuruş, 2.3 times what an official on the median salary earned, a level reached by fewer than 7 per cent of the 3,805 officials paid for five years or more. Pay rose to 22.5 times the first salary; fewer than 4 per cent of the 2,859 officials paid for ten years or more rose as far. The final annual entry is for 1906/07.
