Life#
Born in Kemaliye (Eğin) in 1858/59 (AH 1275), Abdullah Hilmi Efendi came from the Muslim (Müslüman) community; the father was a tradesman (esnaf). Abdullah Hilmi had four years of schooling, at a school for young children (Sıbyan Mektebi).
Work began in Diyarbakır in 1882/83, at about 24, with three unpaid years as a mülazım (apprentice) before a first salary of 300 kuruş. The first annual entry, for 1885/86, places Abdullah Hilmi in Diyarbakır as a registry clerk (Mukayyit), where the entries run to 1904/05. The last posts were in Istanbul from 1905 to 1909.
The salary never rose above the first in the lists, 300 kuruş a month in 1885/86, as Mukayyit in Diyarbakır, when 12 per cent of paid officials earned less. Over 24 years pay ended where it began, at 300 kuruş; fewer than 7 per cent of the 2,010 officials paid for 15 years or more ended as low. The final annual entry is for 1908/09. Abdullah Hilmi probably has an entry in "Sicill-i Ahvâl Defterlerine göre Osmanlı bürokrasisinde Eğinli (Kemaliyeli) Devlet adamları ..." by ÖMER FERİT İMLAK (2012) (the name and the birthplace agree).
