Life#
Born in Istanbul in 1842/43 (AH 1258), Cemal Bey came from the Muslim (Müslüman) community. Schooling took seven years, at a middle school (Rüşdiye Mektebi).
At about 22, in 1864/65, Cemal began work in the Evkaf Kalemi in Istanbul, paid from the start, on 100 kuruş a month. From 1877/78 to 1900/01 every annual entry places Cemal in Istanbul, the birthplace, first as Muayene Memuru, from 1878 as a registry clerk (Mukayyit).
Pay rose from 440 kuruş a month in 1877/78 to a peak of 1,100 in 1899/1900, as Mukayyit in Istanbul, when 91 per cent of paid officials earned less. In all, 25 years of salary come to 294,372 kuruş, 1.9 times what an official on the median salary earned in those years. Over the years with a salary, pay stood on average in the top 16.8 per cent of each year's paid officials, a standing reached by fewer than 5 per cent of the 3,805 officials paid for five years or more.
