Life#
Born in Niš (Niş) in 1858/59 (AH 1275), İbrahim Naci Bey came from the Muslim (Müslüman) community; the father was a cavalryman holding a fief (sipahi). İbrahim Naci had four years of schooling, at a primary school (İbtidai Mektebi), and wrote Turkish and spoke Russian. Few officials knew Russian; only 19 of the 5,211 officials did.
The annual lists begin in 1885/86, with İbrahim Naci as a police commissioner, third class (3. Sınıf Polis Komiseri) in Bursa, where the entries run to 1888/89. İbrahim Naci then moved to Elazığ, Trabzon and Konya from 1889 to 1894, with a rise to police commissioner, second class (2. Sınıf Polis Komiseri) in 1889/90. The last posts were in Hicaz from 1894 to 1901, with a rise to chief police commissioner (Başkomiser). The farthest post, Hicaz, lay about 2,950 km from Niš, and fewer than 3 per cent of the 5,162 officials with a known birthplace and place of service served as far from the birthplace.
