Ahmet Şakir Efendi was born in Kemaliye (Eğin) in 1858/59 (AH 1275) into the Muslim (Müslüman) community; the father was a medrese teacher (müderris). Schooling took seven years, at a middle school (Rüşdiye Mektebi).

At about 32, in 1890/91, Ahmet Şakir began work in Istanbul, with four unpaid years as a mülazım (apprentice) before a first salary of 200 kuruş. Fewer than 3 per cent of the 5,128 officials whose age at first work is known began work at 32 or older. The first annual entry, for 1894/95, places Ahmet Şakir in Ergani as a communications official (Muhabere Memuru). The last post was in Dersim in 1895/96.
