Life#
Born in Istanbul in 1854/55 (AH 1271), Rüştü Efendi came from the Muslim (Müslüman) community. Schooling took seven years, at a middle school (Rüşdiye Mektebi).
Rüştü began work in Trabzon in 1868/69, at about 14, paid from the start, on 300 kuruş a month. The annual lists begin in 1868/69, with Rüştü as a communications official (Muhabere Memuru) in Trabzon, where the entries run to 1871/72. For 1872 to 1876 the lists have no entry. The annual lists then follow Rüştü to nine places in 20 years, with a rise to chief communications official (Başmuhabere Memuru) in 1894/95. The lists have no entry for 1881 to 1888. The last post was in Süleymanlı (Zeytun) in 1895/96. Eight provinces on two continents in all, a number reached by fewer than 3 per cent of the 5,200 officials with a place of service.
Pay rose from 300 kuruş a month in 1868/69 to a peak of 600 in 1878/79, as Muhabere Memuru in Çatalca, when 47 per cent of paid officials earned less. That salary was paid for a single year, and the next list gives 380 kuruş. Over 15 years the salaries add up to 70,872 kuruş, 72 per cent of what an official on the median salary earned. After the last annual entry, for 1895/96, the list of 1897/98 (AH 1315) gives the status word Vefat (death).
