Life#
Osman Hulusi Efendi was born in Pirot (Şehirköy) in 1866/67 (AH 1283), into the Muslim (Müslüman) community. Schooling took seven years, at a middle school (Rüşdiye Mektebi).
At about 16, in 1881/82, Osman Hulusi began work in Skopje (Üsküp), with two unpaid years as a mülazım (apprentice) before a first salary of 285 kuruş. The annual lists begin in 1883/84, with Osman Hulusi as a communications official (Muhabere Memuru) in Skopje. Osman Hulusi then moved to Prizren from 1885 to 1888, then back to Skopje from 1888 to 1891. Next came Preševo (Preşova) from 1891 to 1896, then Mitrovica (Mitroviça) from 1896 to 1901. The annual lists then follow Osman Hulusi to Sjenica in 1901/02, as a central office official (Merkez Memuru). The last posts were in Skopje again from 1902 to 1911, first as Muhabere Memuru, from 1910/11 as a chief communications official (Başmuhabere Memuru).
Pay rose from 285 kuruş a month in 1883/84 to a peak of 900 in 1910/11, as Başmuhabere Memuru in Skopje, when 71 per cent of paid officials earned less. Over 28 years the salaries add up to 182,460 kuruş, 1.1 times what an official on the median salary earned. The final annual entry is for 1910/11.
