Life#
Born in Baghdad (Bağdat) in 1866/67 (AH 1283) into the Muslim (Müslüman) community, Abdülmuttalip Muhlis Efendi was the child of a mufti (müftü). Schooling took seven years, at a middle school (Rüşdiye Mektebi); Abdülmuttalip Muhlis also wrote Arabic as well as Turkish.
Work began in Baghdad in 1883/84, at about 17, with one unpaid year as a mülazım (apprentice) before a first salary of 200 kuruş. The first annual entry, for 1884/85, places Abdülmuttalip Muhlis in Baghdad, the birthplace, as a communications official (Muhabere Memuru). Next came Yakube, Miqdadiyah (Şehriban) and Al-Qurnah (Kurna) from 1885 to 1889, then a return to Baghdad from 1889 to 1898. Abdülmuttalip Muhlis then moved to Sehripazar, Cemcemal, Hammar and Suq al-Shuyukh (Sukuşşuyuh), four places in nine years, with a rise to director of the third grade (3. Müdür) in 1898/99 and to director of the second grade (2. Müdür) in 1905/06, then back to Hammar from 1907 to 1910. The last posts were in Dilnada from 1910 to 1912. Nine places in all, a number reached by fewer than 6 per cent of the 5,200 officials with a place of service.
The salary went from 200 kuruş a month in 1884/85 to 700 in 1905/06, the peak, as 2. Müdür in Suq al-Shuyukh, when 73 per cent of paid officials earned less. The final annual entry is for 1911/12.
