Life#
Born in Sulaymaniyah (Süleymaniye) in 1842/43 (AH 1258) into the Muslim (Müslüman) community, Mehmed Emin Efendi was the child of a merchant (tüccar). Mehmed Emin had four years of schooling, at a school for young children (Sıbyan Mektebi), attended the telegraph school as well, and wrote Turkish and spoke Arabic.
Work began in Istanbul in 1871/72, at about 29, with one unpaid year as a mülazım (apprentice) before a first salary of 500 kuruş. Of the 5,128 officials whose age at first work is known, fewer than 5 per cent started at 29 or older. The first annual entry, for 1872/73, places Mehmed Emin in Baghdad (Bağdat) as a communications official (Muhabere Memuru), where the entries run to 1878. The annual lists then follow Mehmed Emin to Khanaqin (Hanikin) from 1878 to 1880, then back to Baghdad from 1880 to 1898. The last posts were in Khanaqin again from 1898 to 1905, first as Muhabere Memuru, from 1904/05 as a director of the third grade (3. Müdür).
The salary went from 500 kuruş a month in 1872/73 to 630 in 1904/05, the peak, as 3. Müdür in Khanaqin, when 72 per cent of paid officials earned less. Over 34 years the salaries add up to 205,932 kuruş, about what an official on the median salary earned. The final annual entry is for 1904/05.
