Life#
Born in Baghdad (Bağdat) in 1852/53 (AH 1269), Mehmet Lebip Efendi came from the Muslim (Müslüman) community; the father was a member of the learned profession (ilmiye). Mehmet Lebip had four years of schooling, at a school for young children (Sıbyan Mektebi), and wrote Arabic as well as Turkish.
Work began in the Nufus Kalemi in Baghdad in 1867/68, at about 15, with two unpaid years as a mülazım (apprentice) before a first salary of 50 kuruş. The first annual entry, for 1869/70, places Mehmet Lebip in Baghdad, the birthplace, in the accounts office (Muhasebe Kalemi), where the entries run to 1875/76, with a rise to communications official (Muhabere Memuru) in 1871/72. The annual lists then follow Mehmet Lebip to Nasiriyah (Nasıriye) from 1876 to 1880. From 1880 to 1897 the annual entries place Mehmet Lebip again in Baghdad.
Pay rose from 50 kuruş a month in 1869/70 to a peak of 760 in 1876/77, as Muhabere Memuru in Nasiriyah, when two in three paid officials earned less. That salary was paid for a single year, and the next list gives 600 kuruş. Over 28 years the salaries add up to 170,700 kuruş, about what an official on the median salary earned. The final annual entry is for 1896/97.
