Life#
Born in Baghdad (Bağdat) in 1845/46 (AH 1262), Mühtedi Mehmet Emin Efendi came from the Muslim (Müslüman) community; the father was a doctor (doktor). Mehmet Emin knew four languages, Arabic, French and Turkish in writing and Italian a little, a number reached by fewer than 5 per cent of the 5,211 officials.
At about 22, in 1868/69, Mehmet Emin began work in Baghdad, with one unpaid year as a mülazım (apprentice) before a first salary of 1,480 kuruş. The first annual entry, for 1869/70, places Mehmet Emin in Baghdad, the birthplace, as an official for foreign communications (Muhaberat-ı Ecnebiye Memuriyeti), where the entries run to 1872/73. Mehmet Emin then moved to Samawah (Semave) and Nasiriyah (Nasıriye) from 1873 to 1877, then back to Baghdad from 1877 to 1880. The annual lists then follow Mehmet Emin to Siyam in 1898/99. The last posts were in Suakin (Sevakin) from 1899 to 1902.
The salary went from 1,480 kuruş a month in 1869/70 to 1,500 in 1877/78, the peak, as İttihat Posta Memuru in Baghdad, when 88 per cent of paid officials earned less. Over the years with a salary, pay stood on average in the top 12.6 per cent of each year's paid officials, a standing reached by fewer than 3 per cent of the 3,805 officials paid for five years or more. The last annual entry is for 1901/02.
