Life#
Born in Baghdad (Bağdat) in 1839/40 (AH 1255), Hacı Mehmet Reşit Efendi came from the Muslim (Müslüman) community; the father was a clerk (ketebe). At about 16, in 1855/56, Mehmet Reşit began work in the Meclis idare Kalemi in Baghdad, with one unpaid year as a mülazım (apprentice) before a first salary of 50 kuruş. The first annual entry, for 1856/57, places Mehmet Reşit in Tutayf as an official (Memur), where the entries run to 1861/62. Next came Al-Hindiya in 1862/63, as Komisyon Azasi, then a return to Baghdad, the birthplace, from 1866 to 1879. The annual lists then follow Mehmet Reşit to Basra, Khanaqin (Hanikin) and Necid from 1879 to 1885, then Aleppo (Halep) from 1888 to 1898. Mehmet Reşit then moved to Ankara from 1898 to 1900. The last posts were in Adana from 1900 to 1903. Few careers in the lists are as long; 21 of the 5,211 officials have entries spanning 48 years or more.
Pay rose from 50 kuruş a month in 1856/57 to a peak of 2,000 in 1872/73, as Müdür in Baghdad, when 93 per cent of paid officials earned less. In all, 43 years of salary come to 628,080 kuruş, 2.3 times the median official's. Pay rose to 40 times the first salary; fewer than 2 per cent of the 2,859 officials paid for ten years or more rose as far. The last annual entry is for 1902/03.
