Life#
Born in Sivas in 1842/43 (AH 1258), Ahmet Rıfat Efendi came from the Muslim (Müslüman) community. Ahmet Rıfat had four years of schooling, at a school for young children (Sıbyan Mektebi), and attended the telegraph school as well.
Work began in Istanbul in 1868/69, at about 26, with four unpaid years as a mülazım (apprentice) before a first salary of 380 kuruş. The annual lists begin in 1872/73, with Ahmet Rıfat as a communications official (Muhabere Memuru) in Izmir (İzmir). Ahmet Rıfat then moved to Aydın and Trabzon from 1873 to 1878, then back to Izmir from 1878 to 1879. The annual lists then follow Ahmet Rıfat to Foča (Foça) from 1879 to 1884, with a rise to director of the second grade (2. Müdür), then Eşme from 1884 to 1887. Next came Kavala from 1887 to 1899. The last posts were in Foča again from 1899 to 1901.
Pay rose from 380 kuruş a month in 1872/73 to a peak of 800 in 1879/80, as 2. Müdür in Foča, when 77 per cent of paid officials earned less. Over 29 years the salaries add up to 204,720 kuruş, 1.1 times what an official on the median salary earned. The final annual entry is for 1900/01.
