Life#
Born in Travnik in 1854/55 (AH 1271), Mehmet Nusret Efendi came from the Muslim (Müslüman) community; the father's occupation was "Berber". Schooling took seven years, at a middle school (Rüşdiye Mektebi).
At about 13, in 1867/68, Mehmet Nusret began work in Travnik, with two unpaid years as a mülazım (apprentice) before a first salary of 400 kuruş. Of the 5,128 officials whose age at first work is known, fewer than 6 per cent started at 13 or younger. The annual lists begin in 1869/70, with Mehmet Nusret as a communications official (Muhabere Memuru) in Prozor. Mehmet Nusret then moved to seven places in 17 years, from Bosna to Kosova, then Bijelo Polje (Akova) from 1886 to 1899. The annual lists then follow Mehmet Nusret to Leskovik and Ioannina (Yanya) from 1899 to 1903, with a rise to director of the second grade (2. Müdür) in 1901/02. The last posts were in Servia (Serfiçe) from 1903 to 1907. In all, 12 places, a number reached by fewer than 2 per cent of the 5,200 officials with a place of service.
Pay rose from 400 kuruş a month in 1869/70 to a peak of 800 in 1877/78, as Muhabere Memuru in Zvornik, when 68 per cent of paid officials earned less. The last annual entry is for 1906/07.
