Life#
Ahmet Fehmi Efendi was born in Khanaqin (Hanikin) in 1853/54 (AH 1270) into the Muslim (Müslüman) community; the father was a medrese teacher (müderris). Kurdish was rare in the service, known to 12 of the 5,211 officials.
Work began in the telegraph service (Telgraf) in Khanaqin in 1868/69, at about 15, with one unpaid year as a mülazım (apprentice) before a first salary of 480 kuruş. The first annual entry, for 1869/70, places Ahmet Fehmi in Khanaqin, the birthplace, as a communications official (Muhabere Memuru). Next came four places in ten years, with a rise to Temyiz Mahkemesi Baskitabeti in 1878, then a return to Baghdad from 1880 to 1888, with a rise to Ticaret Mahkemesi Baskitabeti. The annual lists then follow Ahmet Fehmi to Kirkuk in 1889/90, then Mosul (Musul) from 1890 to 1896. Ahmet Fehmi then moved to Amarah (Amare) and Karbala (Kerbela) from 1896 to 1902. The last posts were in Baghdad again from 1902 to 1906. Few careers in the lists are as long; fewer than 5 per cent of the 5,211 officials have entries spanning 38 years or more.
Pay rose from 480 kuruş a month in 1869/70 to a peak of 1,200 in 1880/81, as Ticaret Mahkemesi Baskitabeti in Baghdad, when 87 per cent of paid officials earned less. The final annual entry is for 1905/06.
