Life#
İsmail Hakkı Efendi was born in Kirkuk (Kerkük) in 1853/54 (AH 1270), into the Muslim (Müslüman) community. Schooling took four years, at a school for young children (Sıbyan Mektebi); İsmail Hakkı also wrote Arabic, Persian and Turkish.
İsmail Hakkı began work in Baghdad (Bağdat) in 1870/71, at about 16, with three unpaid years as a mülazım (apprentice) before a first salary of 500 kuruş. The first annual entry, for 1873/74, places İsmail Hakkı in Hillah (Hille) as a communications official (Muhabere Memuru), where the entries run to 1875/76. Next came Baghdad and Karbala (Kerbela) from 1876 to 1879, then a return to Hillah from 1879 to 1882. The annual lists then follow İsmail Hakkı to Al-Qurnah in 1882/83, as a director of the second grade (2. Müdür), then Al Diwaniyah (Divaniye) from 1883 to 1893. From 1893 to 1904 every annual entry places İsmail Hakkı again in Karbala.
The salary went from 500 kuruş a month in 1873/74 to 760 in 1882/83, the peak, as 2. Müdür in Al-Qurnah, when 73 per cent of paid officials earned less. The last annual entry is for 1903/04; the list of 1904/05 (AH 1322) gives the status word Vefat (death). An entry in "Sicill-i Ahval Defterlerine göre Kerküklü devlet adamları" by ORHAN ABDULBASIT ANWER ANWER (2021) probably refers to İsmail Hakkı, since the name and the birthplace agree.
