Life#
Born in Sivas in 1840/41 (AH 1256), Kadri Efendi came from the Muslim (Müslüman) community. Kadri began work in Üsküdar in 1860/61, at about 20, with one and a half years without pay as a mülazım (apprentice) before a first salary of 200 kuruş. The annual lists begin in 1861/62, with Kadri as an official (Memur) in Üsküdar. Kadri then moved to five places in eight years, then back to Sivas from 1870 to 1872. Next came Diyarbakır in 1872/73, then Istanbul from 1873 to 1891. The last posts were in Trabzon in 1891/92 and Hudavendigar in 1892/93 and Kadıköy from 1894 to 1896. Few officials served in as many provinces; fewer than 3 per cent of the 5,200 officials with a place of service did.
The salary went from 200 kuruş a month in 1861/62 to 2,500 in 1878/79, the peak, in the Evrak Kalemi in Istanbul, when 93 per cent of paid officials earned less. Over 35 years the salaries add up to 691,680 kuruş, 3.1 times the median official's, a level reached by fewer than 5 per cent of the 3,805 officials paid for five years or more. The last annual entry is for 1895/96; the list of 1896/97 (AH 1314) gives the status word Vefat (death). Kadri probably has an entry in "Sicill-i Ahval Defterlerine göre Sivaslı devlet adamları" by NESLİHAN EROL (2022) (the name, the birthplace and a place of service agree).
