Life#
Born in Cerkezistan in 1849/50 (AH 1266), Hafiz Huseyin Sabri Efendi came from the Muslim (Müslüman) community, Circassian (Cerkes) by nationality; the father was a merchant (tüccar). Schooling took four years, at a school for young children (Sıbyan Mektebi); Huseyin Sabri also wrote Turkish and spoke Circassian. Circassian was rare in the service, known to 3 of the 5,211 officials.
At about 13, in 1862/63, Huseyin Sabri began work in the Ticaret Kalemi in Istanbul, with one unpaid year as a mülazım (apprentice) before a first salary of 400 kuruş. Of the 5,128 officials whose age at first work is known, fewer than 6 per cent started at 13 or younger. From 1872/73 to 1883/84 every annual entry places Huseyin Sabri in Istanbul, first as Zabtiyeyi Asakiri, from 1873/74 in the office of the corresponding secretary (Mektubi Kalemi) and from 1874/75 in the documents office (Evrak Kalemi).
Pay rose from 400 kuruş a month in 1872/73 to a peak of 950 in 1876/77, in the Evrak Kalemi in Istanbul, when 76 per cent of paid officials earned less. The last annual entry is for 1883/84.
