Life#
Born in Cizre in 1863/64 (AH 1280), Mehmet Sami Efendi came from the Muslim (Müslüman) community. At about 13, in 1876/77, Mehmet Sami began work in Cizre, with eight unpaid years as a mülazım (apprentice) before a first salary of 400 kuruş. Of the 5,142 officials with a known apprenticeship, fewer than 4 per cent worked unpaid for eight years or longer. Few began so young; fewer than 6 per cent of the 5,128 officials whose age at first work is known started at 13 or younger. The first annual entry, for 1883/84, places Mehmet Sami in Baghdad (Bağdat) as a central office official (Merkez Memuru), where the entries run to 1899/1900. The last posts were in Mosul (Musul) from 1900 to 1903.
The salary never rose above the first in the lists, 400 kuruş a month in 1883/84, as Merkez Memuru in Baghdad, when 27 per cent of paid officials earned less. Over 20 years pay ended where it began, at 400 kuruş. The last annual entry is for 1902/03.
