Life#
Born in Arta (Narda) in 1868/69 (AH 1285), Mustafa Naili Efendi came from the Muslim (Müslüman) community. Mustafa Naili began work in Arta in 1880/81, at about 13, with three unpaid years as a mülazım (apprentice) before a first salary of 320 kuruş. Of the 5,128 officials whose age at first work is known, fewer than 6 per cent started at 13 or younger. The first annual entry, for 1883/84, places Mustafa Naili in Gjirokastër (Ergiri) as a communications official (Muhabere Memuru). The annual lists then follow Mustafa Naili to Ioannina (Yanya) from 1884 to 1896, then Louros (Loros) from 1896 to 1901. Mustafa Naili then moved to Preveza (Preveze) from 1901 to 1906, with a rise to acting director (Müdür Vekili). The last post was in Medina (Medine) in 1906/07, with a rise to director of the first grade (1. Müdür). The farthest post, Medina, lay about 2,400 km from Arta, and fewer than 4 per cent of the 5,162 officials with a known birthplace and place of service served as far from the birthplace.
