Life#
Born in Istanbul in 1868/69 (AH 1285), İbrahim Fehmi Efendi came from the Muslim (Müslüman) community. Schooling took seven years, at a middle school (Rüşdiye Mektebi).
Work began in Ahtopol (Ahtabolu) in 1881/82, at about 14, with two unpaid years as a mülazım (apprentice) before a first salary of 142 kuruş. The annual lists begin in 1883/84, with İbrahim Fehmi as Muvassil in Ahtopol, where the entries run to 1886/87. Next came Lüleburgaz from 1887 to 1892, then Svilengrad (Cisr-i Mustafapaşa) from 1892 to 1895, with a rise to communications official (Muhabere Memuru) in 1892/93 and to chief official (Başmemur) in 1893/94. From 1895 to 1903 the annual entries place İbrahim Fehmi again in Ahtopol.
Pay rose from 142 kuruş a month in 1883/84 to a peak of 500 in 1893/94, as Başmemur in Svilengrad, when 46 per cent of paid officials earned less. Over 20 years the salaries add up to 86,616 kuruş, 72 per cent of what an official on the median salary earned. After the last annual entry, for 1902/03, the list of 1903/04 (AH 1321) gives the status word Vefat (death).
