Life#
Born in Kirim in 1868/69 (AH 1285) into the Muslim (Müslüman) community, Mehmed Enver Efendi was the child of a merchant (tüccar). Schooling took seven years, at a middle school (Rüşdiye Mektebi); Mehmed Enver also wrote Turkish and spoke Russian. Few officials knew Russian; only 19 of the 5,211 officials did.
Work began in the Nufus Kalemi in Gebze (Gekbuze) in 1883/84, at about 16, paid from the start, on 120 kuruş a month. The annual lists begin in 1883/84, with Mehmed Enver in the Nufus Kalemi in Gebze, where the entries run to 1891/92. The last posts were in Silifke in 1892/93, as a communications official (Muhabere Memuru) and Giannitsa (Yenice-i Vardar) from 1894 to 1896.
Pay rose from 120 kuruş a month in 1883/84 to a peak of 400 in 1892/93, as Muhabere Memuru in Silifke, when 29 per cent of paid officials earned less. The peak lasted a single year; the next list gives 380 kuruş. In all, 12 years of salary come to 32,640 kuruş, 45 per cent of what an official on the median salary earned in those years. The last annual entry is for 1895/96.
