Life#
Born in Merzifon in 1868/69 (AH 1285) into the Muslim (Müslüman) community, Ahmet Rifat Efendi was the child of a clerk (ketebe). Ahmet Rifat had seven years of schooling, at a middle school (Rüşdiye Mektebi), and held a qualification (a diploma, certificate, training or decoration).
Work began in Merzifon in 1892/93, at about 24, with half a year without pay as a mülazım (apprentice) before a first salary of 400 kuruş. The annual lists begin in 1892/93, with Ahmet Rifat as a communications official (Muhabere Memuru) in Ioannina (Yanya), where the entries run to 1898/99. For 1894 to 1896 the lists have no entry. Next came Leskovik, Ioannina, Thessaloniki (Selanik) and Krusova, four places in six years, with a rise to director of the third grade (3. Müdür) in 1903/04. The last post was in Tikves in 1905/06.
The salary went from 400 kuruş a month in 1892/93 to 540 in 1903/04, the peak, as 3. Müdür in Krusova, when 61 per cent of paid officials earned less. The last annual entry is for 1905/06.
