Life#
Born in Neapoli (Nasliç) in 1868/69 (AH 1285), Mustafa Rıfat Efendi came from the Muslim (Müslüman) community. Mustafa Rıfat had seven years of schooling, at a middle school (Rüşdiye Mektebi), and held a qualification (a diploma, certificate, training or decoration).
Work began in Mount Athos (Aynaroz) in 1887/88, at about 19, with five unpaid years as a mülazım (apprentice) before a first salary of 300 kuruş. The annual lists begin in 1892/93, with Mustafa Rıfat as a communications official (Muhabere Memuru) in Shkodër (İşkodra). Mustafa Rıfat then moved to Elbasan in 1894/95, then back to Neapoli, the birthplace, from 1895 to 1898. The annual lists then follow Mustafa Rıfat to Gjirokastër in 1898/99 and Aksaray in 1901/02. The lists have no entry for 1899 to 1901. The last posts were in Kosova from 1902 to 1905, with a rise to central office official (Merkez Memuru).
The salary went from 300 kuruş a month in 1892/93 to 600 in 1902/03, the peak, as Merkez Memuru in Kosova, when two in three paid officials earned less. The final annual entry is for 1904/05.
