Life#
Rauf Efendi was born in Neapoli (Nasliç) in 1872/73 (AH 1289), into the Muslim (Müslüman) community. Schooling took seven years, at a middle school (Rüşdiye Mektebi); Rauf also wrote Turkish and spoke Greek (Rum), and held a qualification (a diploma, certificate, training or decoration).
At about 13, in 1884/85, Rauf began work in Neapoli, with four unpaid years as a mülazım (apprentice) before a first salary of 350 kuruş. Of the 5,128 officials whose age at first work is known, fewer than 6 per cent started at 13 or younger. The first annual entry, for 1888/89, places Rauf in Elassona (Alasonya) as a communications official (Muhabere Memuru), where the entries run to 1890/91. Next came Servia (Serfiçe) from 1891 to 1894, then a return to Neapoli, the birthplace, from 1894 to 1898. The last posts were in Leskovik and Korçë (Görice) from 1898 to 1903 and Preveza (Preveze) from 1903 to 1905.
The salary went from 350 kuruş a month in 1888/89 to 640 in 1903/04, the peak, as a director of the third grade (3. Müdür) in Preveza, when 73 per cent of paid officials earned less. The final annual entry is for 1904/05.
