Life#
Born in Merzifon in 1877/78 (AH 1294), Mehmet Hilmi Efendi came from the Muslim (Müslüman) community. Mehmet Hilmi had seven years of schooling, at a middle school (Rüşdiye Mektebi).
At about 14, in 1890/91, Mehmet Hilmi began work in Merzifon, with five unpaid years as a mülazım (apprentice) before a first salary of 400 kuruş. The first annual entry, for 1895/96, places Mehmet Hilmi in Çatalca as a communications official (Muhabere Memuru). Next came Melnik (Menlik), Havsa, Kavak and Of, four places in seven years, with a rise to director of the third grade (3. Müdür) in 1896/97. The last post was in Hediye in 1903/04, with a rise to director of the second grade (2. Müdür).
Pay rose from 400 kuruş a month in 1895/96 to a peak of 1,000 in 1903/04, as 2. Müdür in Hediye, when 87 per cent of paid officials earned less. The last annual entry is for 1903/04.
