Life#
Born in Omurtag (Osmanpazarı) in 1859/60 (AH 1276), İsmail Hakkı Efendi came from the Muslim (Müslüman) community. Schooling took seven years, at a middle school (Rüşdiye Mektebi).
Work began in Omurtag in 1874/75, at about 15, paid from the start, on 95 kuruş a month. The first annual entry, for 1874/75, places İsmail Hakkı in Omurtag, the birthplace, as an official (Memur). İsmail Hakkı then moved to Ruse (Rusçuk) and Hakkâri (Çölemerik) from 1876 to 1883, then Bitlis from 1883 to 1888. The lists have no entry for 1877 to 1881. The annual lists then follow İsmail Hakkı to Kočani (Koçana) from 1888 to 1890, then Ayvacık from 1890 to 1904, with a rise to director of the third grade (3. Müdür). The last posts were in Kastamonu in 1905/06 and Ioannina (Yanya) in 1906/07. Seven provinces on two continents in all, a number reached by fewer than 4 per cent of the 5,200 officials with a place of service.
