Life#
Born in Istanbul in 1858/59 (AH 1275), Mehmet Kamil Efendi came from the Muslim (Müslüman) community. Schooling took seven years, at a middle school (Rüşdiye Mektebi).
Work began in Istanbul in 1874/75, at about 16, with half a year without pay as a mülazım (apprentice) before a first salary of 400 kuruş. The annual lists begin in 1874/75, with Mehmet Kamil as a communications official (Muhabere Memuru) in Keşan. Next came eight places in 20 years, from Gelibolu to Çanakkale. For 1881 to 1885 the lists have no entry. The last post was in Şarköy in 1895/96, with a rise to director of the third grade (3. Müdür). Ten places on two continents in all, a number reached by fewer than 4 per cent of the 5,200 officials with a place of service.
Pay rose from 400 kuruş a month in 1874/75 to a peak of 500 in 1895/96, as 3. Müdür in Şarköy, when 47 per cent of paid officials earned less. The last annual entry is for 1895/96.
