Life#
Born in Omurtag (Osmanpazarı) in 1850/51 (AH 1267), Ali Rıza Efendi came from the Muslim (Müslüman) community; the father's occupation was "Nuvvaptan". Ali Rıza had seven years of schooling, at a middle school (Rüşdiye Mektebi).
At about 15, in 1865/66, Ali Rıza began work in Ruse (Rusçuk), with one unpaid year as a mülazım (apprentice) before a first salary of 400 kuruş. The annual lists begin in 1866/67, with Ali Rıza as a communications official (Muhabere Memuru) in Svishtov (Ziştovi). Next came 11 places in 14 years, from Lom to Metsovo (Meçova), with a rise to director of the second grade (2. Müdür) in 1878/79, then Ioannina (Yanya) from 1881 to 1889, with a rise to a post in the clerkship of the chief director's office (Başmüdür Kitabeti) in 1885/86. Ali Rıza then moved to Louros in 1889/90. The last posts were in Ioannina again from 1890 to 1899. In all, 15 places on two continents, a number reached by only 17 of the 5,200 officials with a place of service.
Pay rose from 400 kuruş a month in 1866/67 to a peak of 910 in 1874/75, as 2. Müdür in Batumi, when 76 per cent of paid officials earned less. The peak lasted a single year; the next list gives 750 kuruş. The last annual entry is for 1899/1900.
