Life#
Mehmet Fehmi Efendi was born in Nevşehir in 1857/58 (AH 1274), into the Muslim (Müslüman) community. At about 15, in 1872/73, Mehmet Fehmi began work in Istanbul, with seven unpaid years as a mülazım (apprentice) before a first salary of 1,000 kuruş. Of the 5,142 officials with a known apprenticeship, fewer than 6 per cent worked unpaid for seven years or longer. The annual lists begin in 1878/79, with Mehmet Fehmi as a machine official (Makine Memuru) in Ioannina (Yanya), where the entries run to 1888/89. Next came Thessaloniki (Selanik) from 1889 to 1892. The last posts were in Beyoğlu from 1892 to 1900.
The salary never rose above the first in the lists, 1,000 kuruş a month in 1878/79, as Makine Memuru in Ioannina, when 77 per cent of paid officials earned less. That salary was paid for a single year, and the next list gives 800 kuruş. After 22 years the salary stood below the first, 900 kuruş against 1,000; fewer than 7 per cent of the 2,010 officials paid for 15 years or more ended as low. The last annual entry is for 1899/1900.
