Life#
Hacı İsmail Efendi was born in Istanbul in 1848/49 (AH 1265) into the Muslim (Müslüman) community; the father was a tomb keeper (türbedar). Schooling took seven years, at a middle school (Rüşdiye Mektebi); İsmail also attended the telegraph school.
At about 16, in 1864/65, İsmail began work in Istanbul, with two unpaid years as a mülazım (apprentice) before a first salary of 384 kuruş. From 1866/67 to 1905/06 every annual entry places İsmail in Istanbul, the birthplace, with six changes of title, from communications official (Muhabere Memuru) to chief official (Başmemur) in 1895/96. A career like this is rare; 15 of the 171 officials whose entries span 40 years or more stayed in one place throughout. Few careers in the lists are as long; fewer than 3 per cent of the 5,211 officials have entries spanning 41 years or more.
Pay rose from 384 kuruş a month in 1866/67 to a peak of 1,560 in 1903/04, as Başmemur in Istanbul, when 95 per cent of paid officials earned less. In all, 41 years of salary come to 591,216 kuruş, 2.3 times what an official on the median salary earned in those years. The final annual entry is for 1905/06.
