Life#
Cemal Efendi was born in Istanbul in 1846/47 (AH 1263) into the Muslim (Müslüman) community; the father was a religious scholar (ulema). Schooling took seven years, at a middle school (Rüşdiye Mektebi).
Cemal began work in the Rusumat Kalemi in Istanbul in 1866/67, at about 19, on a first salary of 75 kuruş. From the first annual entry, for 1866/67, to 1894/95, every annual entry places Cemal in the same post, Rusumat Muhasebe Memuru, in Istanbul, the birthplace. In place of a title the lists give Vefat (death) for 1901/02.
Pay rose from 75 kuruş a month in 1866/67 to a peak of 1,000 in 1891/92, as Rusumat Muhasebe Memuru in Istanbul, when 86 per cent of paid officials earned less. In all, 30 years of salary come to 230,820 kuruş, 1.2 times what an official on the median salary earned in those years. The list of 1901/02 (AH 1319) gives the status word Vefat (death). Cemal received a rank (rütbe).
