Life#
Born in Bitola (Manastır) in 1846/47 (AH 1263) into the Muslim (Müslüman) community, Abdullah Hilmi Efendi was the child of a tradesman (esnaf). Schooling took seven years, at a middle school (Rüşdiye Mektebi); Abdullah Hilmi also wrote Turkish and had some knowledge of Bulgarian and Greek (Rum).
Abdullah Hilmi began work in 1861/62, at about 15, with five unpaid years as a mülazım (apprentice) before a first salary of 25 kuruş. The annual lists begin in 1869/70, with Abdullah Hilmi as a communications official (Muhabere Memuru) in Serres (Siroz). Abdullah Hilmi then moved to seven places in 16 years, with a rise to assistant inspector (Müfettiş Muavini) in 1883/84, then back to Diyarbakır from 1886 to 1892. Next came a return to Sivas from 1892 to 1894, with a rise to director of the first grade (1. Müdür). The last posts were in Diyarbakır again from 1894 to 1898. Few officials served in as many provinces; fewer than 4 per cent of the 5,200 officials with a place of service did.
Pay rose from 300 kuruş a month in 1869/70 to a peak of 1,500 in 1892/93, as 1. Müdür in Sivas, when 94 per cent of paid officials earned less. Over 28 years the salaries add up to 324,960 kuruş, 1.9 times what an official on the median salary earned. The last annual entry is for 1897/98.
