Life#
Mehmet Şevki Efendi was born in Bosna in 1853/54 (AH 1270) into the Muslim (Müslüman) community; the father was a medrese teacher (müderris). Schooling took four years, at a school for young children (Sıbyan Mektebi).
Mehmet Şevki began work in the Rusumat Kalemi in Konitsa (Koniçe) in 1876/77, at about 22, paid from the start, on 250 kuruş a month. The annual lists begin in 1876/77, with Mehmet Şevki as Tahrir Kol Memuru in Kočani (Koçana). Next came Kırklareli from 1883 to 1893, with a rise to a post in the Nufus Kalemi in 1885/86. The last posts were in Istanbul from 1895 to 1902.
The salary never rose above the first in the lists, 250 kuruş a month in 1876/77, as Tahrir Kol Memuru in Kočani, when 8 per cent of paid officials earned less. Over 19 years pay ended below where it began, 150 kuruş against 250; fewer than 7 per cent of the 2,010 officials paid for 15 years or more ended as low. The final annual entry is for 1901/02. Mehmet Şevki probably has an entry in "Sicill-i Ahval Defterlerine göre Osmanlı bürokrasisinde Bosna doğumlu memurlar" by MEHMET AKGÜN (2017) (the name and the birthplace agree). An entry in "II. Abdülhamid Dönemi Bosna-Hersekli devlet adamları" by DİLEK AKDEMİR (2018) probably refers to Mehmet Şevki, since the name, the birthplace and the archive register and page agree.
