Life#
Born in Kirim in 1855/56 (AH 1272), Mustafa Safvet Efendi came from the Muslim (Müslüman) community. Work began in the Zaptiye Kalemi in Istanbul in 1878/79, at about 23, on a first salary of 372 kuruş. The first annual entry, for 1878/79, places Mustafa Safvet in Istanbul as 3. Sinif Teftis Memuru, where the entries run to 1887/88, with a rise to police commissioner, third class (3. Sınıf Polis Komiseri) in 1884/85. Next came Hicaz from 1888 to 1891, with a rise to police commissioner, second class (2. Sınıf Polis Komiseri) in 1888/89, then a return to Istanbul from 1891 to 1895. The annual lists then follow Mustafa Safvet to Van from 1895 to 1897, then back to Istanbul from 1899 to 1908. The last posts were in Elazığ in 1908/09 and Kastamonu in 1909/10. Hicaz, about 2,650 km from Kirim, was the post farthest from the birthplace; fewer than 4 per cent of the 5,162 officials with a known birthplace and place of service served as far from home.
The salary went from 372 kuruş a month in 1878/79 to 1,500 in 1889/90, the peak, as a chief police commissioner (Başkomiser) in Hicaz, when 93 per cent of paid officials earned less. The final annual entry is for 1909/10. Mustafa Safvet received a rank (rütbe).
