Life#
Born in Istanbul in 1854/55 (AH 1271) into the Muslim (Müslüman) community, Mehmet İhsan Efendi was the child of an army captain (yüzbaşı). Mehmet İhsan had seven years of schooling, at a middle school (Rüşdiye Mektebi).
The annual lists begin in 1878, with Mehmet İhsan as 3. Sinif Teftis Memuru in Istanbul, the birthplace, where the entries run to 1897/98, with a rise to 1. Sinif Polis Komiseri in 1895/96. Next came Üsküdar from 1898 to 1909, with a rise to chief police commissioner (Başkomiser). The last post was in Istanbul again in 1909/10.
