İsmail Hakkı Efendi was born in Kirim in 1872/73 (AH 1289) into the Muslim (Müslüman) community; the father was a tradesman (esnaf). Schooling took seven years, at a middle school (Rüşdiye Mektebi); İsmail Hakkı also wrote French as well as Turkish.

At about 31, in 1903/04, İsmail Hakkı began work in Istanbul, with two unpaid years as a mülazım (apprentice) before a first salary of 500 kuruş. Of the 5,128 officials whose age at first work is known, fewer than 3 per cent started at 31 or older. Every annual entry from 1905/06 to 1907/08 places İsmail Hakkı in the same post, travelling postal official (Seyyar Memur), in Skopje (Üsküp).

The salary never rose above the first in the lists, 500 kuruş a month in 1905/06, as Seyyar Memur in Skopje, when half the paid officials earned less. The last annual entry is for 1907/08.
