Life#
Born in Kazanlak (Kızanlık) in 1866/67 (AH 1283), Ahmet Rıfat Efendi came from the Muslim (Müslüman) community; the father was a tradesman (esnaf). Ahmet Rıfat had seven years of schooling, at a middle school (Rüşdiye Mektebi), and held a qualification (a diploma, certificate, training or decoration).
Work began in Ödemiş in 1885/86, at about 19, with seven unpaid years as a mülazım (apprentice) before a first salary of 150 kuruş. Of the 5,142 officials with a known apprenticeship, fewer than 6 per cent worked unpaid for seven years or longer. Every annual entry from 1892/93 to 1903/04 places Ahmet Rıfat in Izmir (İzmir), first in the Ambar Kalemi, from 1894/95 as a communications official (Muhabere Memuru) and from 1898/99 in the clerkship of the chief director's office (Başmüdür Kitabeti).
Pay rose from 150 kuruş a month in 1892/93 to a peak of 610 in 1903/04, in the Başmüdür Kitabeti in Izmir, when 72 per cent of paid officials earned less. The final annual entry is for 1903/04.
