Life#
Born in Tripoli (Trablusgarp) in 1874/75 (AH 1291), Mehmet Ragıb Efendi came from the Muslim (Müslüman) community. Schooling took seven years, at a middle school (Rüşdiye Mektebi); Mehmet Ragıb also wrote Arabic as well as Turkish and held a qualification (a diploma, certificate, training or decoration).
At about 20, in 1894/95, Mehmet Ragıb began work in Tripoli, with two unpaid years as a mülazım (apprentice) before a first salary of 400 kuruş. The first annual entry, for 1896/97, places Mehmet Ragıb in Tripoli, the birthplace, in the clerkship of the chief director's office (Başmüdür Kitabeti), where the entries run to 1908/09, with a rise to acting director (Müdür Vekili) in 1907/08. The last post was in Istanbul in 1909/10.
Pay rose from 400 kuruş a month in 1896/97 to a peak of 1,060 in 1907/08, as Müdür Vekili in Tripoli, when 87 per cent of paid officials earned less. In all, 14 years of salary come to 122,640 kuruş, 1.6 times what an official on the median salary earned in those years. The final annual entry is for 1909/10.
