Life#
Born in Çemişgezek in 1867/68 (AH 1284), Tahsin Necati Efendi came from the Muslim (Müslüman) community; the father was a telegraph official (telgraf memuru). Schooling took seven years, at a middle school (Rüşdiye Mektebi).
Work began in Aleppo (Halep) in 1883/84, at about 16, with five unpaid years as a mülazım (apprentice) before a first salary of 400 kuruş. The annual lists begin in 1888/89, with Tahsin Necati as a communications official (Muhabere Memuru) in Adana. Next came Aleppo from 1889 to 1895, with a rise to chief communications official (Başmuhabere Memuru) in 1892/93. The last posts were in Adana again from 1895 to 1904, first as Başmuhabere Memuru, from 1896/97 in the clerkship of the chief director's office (Başmüdür Kitabeti).
Pay rose from 400 kuruş a month in 1888/89 to a peak of 900 in 1900/01, in the Başmüdür Kitabeti in Adana, when 85 per cent of paid officials earned less. The last annual entry is for 1903/04. An entry in "Sicill-i Ahvâl defterlerine göre çemişgezekli devlet memurları" by YETER ÖZDEMİR BIYIK (2024) probably refers to Tahsin Necati, since the name and the birthplace agree.
