Life

Mehmet Hilmi Efendi was born in Çemişgezek in 1877/78 (AH 1294), into the Muslim (Müslüman) community, and the father's occupation was "mubasir". Schooling took seven years, at a middle school (Rüşdiye Mektebi); Mehmet Hilmi also held a qualification (a diploma, certificate, training or decoration).

At about 29, in 1906/07, Mehmet Hilmi began work in Istanbul, paid from the start, on 350 kuruş a month. Few began so late; fewer than 5 per cent of the 5,128 officials whose age at first work is known started at 29 or older. The annual lists begin in 1908/09, with Mehmet Hilmi as a travelling postal official (Seyyar Memur) in Istanbul. The last post was in Bahriye in 1909/10.

The salary went from 350 kuruş a month in 1908/09 to 600 in 1909/10, the peak, as Seyyar Memur in Bahriye, when 56 per cent of paid officials earned less. The last annual entry is for 1909/10. An entry in "Sicill-i Ahvâl defterlerine göre çemişgezekli devlet memurları" by YETER ÖZDEMİR BIYIK (2024) probably refers to Mehmet Hilmi, since the name and the birthplace agree.
